docs: added nice README.md

Added some basic information about what this is, how to run it, and what tools are used. By no means exhaustive.

## Installing `blext`

- `uv add --dev blext`: This enables running `uv run blext` from any other `uv` project.

For now, run `blext` alone, or run `blext --help` explicitly.
